To get back to topic,
How about this:
Conqueror already includes code to compute the influence you exert over your surrounding lands. If you would run that code iteratively, in the end one of both starting caps should get to dominate the entire map. The longer it takes, the more balanced the map is.
I'm not sure whether computational costs are bearable, but at least in principle this seems like a good way to compute the fairness of a 1 vs 1 map. One pre-condition would also be that the starting caps should start out gaining influence on the surrounding lands, rather than losing.
Also, the code should not be run on an actual map, but on one in which all lands are equally strong, e.g., 40k primitive or so.
