A city can grow forever but it will take longer and longer.
There's no limit to buying amount of diplomats but buying 100 1 turn doesnt make it devoted. Strangely enough. It just takes a few turns of building diplomats or waiting for becoming devoted.
I doubt this is true, however, fortification does lower rebellion rate.(and increases amount of soldiers you can buy) Same thing with soldiers. They just lower rebellion rate not increase influence.
 ?
This is probably true, because: first turn in capital you can create 4 soldiers, the next one 3 only.
But usually when you have more advanced countries next to each other this doesnt happen anymore because they are all influencing each other.
